need sql query help, for concatenate multiple column into single column

role	        menu
SGCV	F001,F002,F003,F004
PLANT	F001,F002,F003,F004,F005,F012

expected output:

menus
F001,F002,F003,F004,F001,F002,F003,F004,F005,F012

merge 2 row data into single row
