Which Edition of SQL Server 2008 R2 are you using? If you are using SQL Server 2008 R2 Express, this feature will not be available.

All SQL Server 2008 R2 Editions have Maintenance Plan feature except Express Editions (Express Edition, Express with Toosl or Express with Advanced Services).
