Create User for SQL Server on Plesk server

HelloWhen creating a user for MSSQL database on plesk for a particular website does it mean that only the user created for the MSSQL database will be able to create new account and login on that websiteOr anybody browsing the site will be able to create new account and login as well

Any one browsing website doesnt have access to your Database if you provide option for creating account or login then only they can implement
