You need to contact hosting company for access permission setting on server.

I've contacted the hosting company. they say, for at godaddy.com can not give access to third parties, can upload pictures only via FileZilla and cpanel hosting.

no solution ? :/ 

We can't do anything about this. And regarding the below article this is for local drive folder.
