I developed a web application for capturing students for remote classes.

The issue is that only students from Brazil and the state of Ceará should enter. However, there are people who are applying from out of state.

How can I identify if the people who are entering the page are from out of state and thus block the registration?

This taking into account desktops, laptops and other mobile devices.

Are there also free solutions or only paid solutions?
