You need to check flash player is installed in server or not. It requires flash player to work.

flash player is already installed  on server. 

Flash Player has to be installed on Client machines. Where you are accessing the page and not on server.

Also Server Browser allows restricted contents by default and install another browser like FireFox and try.

We installed on both side, local and server machine and testing on same browser(enabled also). but still facing this problem.

Then you need to check Browser console and see if Plugin files are loaded properly and the Path is correct.

As if it works local and not on your server, this could be an issue.
