Set HTML DIV background design in CSS

Hello forum, 

I recenlty bumped into a something on the internet; its a div background design.

How can I create such a design in the background of a div tag as shown in the picture below?

In the picture it shows lines in the green background of the div

or is it that an image ia placed in the background?
