Cookies are deleted on browser close

I use cookies in my asp net code. While running the program, it times out to collect the application cookies, the cookie name, on F12, to see everything. Also, 3-party cookies are allowed in Chrome, but when you exit the browser, the cookie is stored, but the cookie information appears in the site storage location in Chrome's settings, but here, additional cookies or cookies are included. I can't log in. I wonder why there are cookies while Borwser is running, but they disappear when I close them. I wonder if browser companies no longer keep cookies. My cookies are called India. In F12, they have India and footer information, but they are deleted when I close the browser. I gave 3-party permission to the sites in the settings in Chrome. Are there any other settings?
