i want user to enter name in Arabic if the user enter in english it should give Mesage " Enter Message In Arabic " and same for English if user try to enter in arabic it should give a message "Enter Name in English"

There is no way to do this. You cannot restrict user from entering characters.

Since for that you will have to detect language and which can only be done using Google Translate but that's not free
